You can reorder a topic and its subtopics by dragging it. To change the level (hierarchy) of a topic, use the menu commands in the Outline menu.
To move a topic and its subtopics to a new location:

Click the topic label to select the topic and its subtopics. |

Drag the topic label to a new location. |

The pointer changes to a double arrow and, as you drag, you see a horizontal bar at the left margin that indicates where the topic will be repositioned.

When you drag a collapsed outline topic, you move all its subtopics.
To change the outline level of a topic:

Click in a topic with the I-beam pointer, or select more than one topic. |

Choose a command from the Outline menu: |

To move the topic and its subtopics one level to the left within the same topic (promote), choose Move Left, then choose With Subtopics. To move only the topic, choose Without Subtopics. |

To move the topic and its subtopics one level to the right within the same topic (demote), choose Move Right, then choose With Subtopics. To move only the topic, choose Without Subtopics. |

To move the topic and its subtopics before the previous topic (that is, closer to the beginning of the document) without changing their position in the outline hierarchy, choose Move Above. |

To move the topic and its subtopics after the following topic (that is, closer to the end of the document) without changing their position in the outline hierarchy, choose Move Below. |

To move the topic and its subtopics one level to the left and below the current topic and its subtopics, choose Raise Topic. |

Moving a topic left affects all topics and subtopics below that topic that are at a level to the right of the selected topic. Raising a topic affects only the selected topic and its subtopics. If you want to move a topic and its subtopics out of its current topic hierarchy, use Raise Topic. |
Note: You can't change topic levels by dragging the topic label.
