Setting write permission for config folder

The config folder needs to have filesystem write privileges for the Web server identity for previewing a site within GoLive on the staging or development server only. On the production server accessed by the public, disable write permission for this folder. The config/include folder does not need HTTP read access, and disabling it is wise.
